Many people who contact us because they wish to settle in our country, usually inquire about the ratification or validation of titles in the Dominican Republic. Along with inquiring about the steps they should take to practice their career in our country.

This is mandatory in the Dominican Republic in order to exercise a career or specialty that you have practiced outside our territory. This applies to both foreign nationals and Dominicans, regardless of how and where they acquired their degree. They are required to validate or ratify their title, as per the established process to do so.

The validation, regardless of the degree, is simply the recognition of the degree obtained and its qualification for its exercise. Subsequently, you may proceed to request your exequatur.

Requirements and process

  • Letter of application for title validation, stating: names and surnames, place and date of birth, nationality, address and telephone, along with the name and location of the institution of origin. Two signed originals.
  • Original and two black and white copies of the academic curriculum of the degree. The curriculum would need to be certified and stamped by the university of origin. It would also need to be legalized by the Dominican Consulate accredited in the corresponding country, and by the Ministry of Foreign Affairs in the Dominican Republic.
  • One (1) original academic transcript (grade record) and two black and white copies, for external use. Legalized by: the Ministry of Higher Education of the country of origin, the Dominican Consulate accredited in the country of origin, the Ministry of Foreign Affairs in the Dominican Republic and by the Ministry of Higher Education, Science and Technology in the Dominican Republic (also known in Spanish as MESCYT).
  • Original and two black and white copies of the certification of degree certificate by the Ministry of Higher Education of the country of origin, in the Dominican Consulate accredited in the country of origin, and in the Ministry of Foreign Affairs in the Dominican Republic.
  • Two color copies of your personal identification.
  • Original and two bound black and white copies of the content program for each of the subjects taken; signed and sealed on each page, accompanied by a statement by the university certifying that said information corresponds to the same period in which the graduate attended the classes. Legalize in the Dominican Consulate accredited in the country of origin and in the Ministry of Foreign Affairs, in the Dominican Republic.
  • Original and two black and white photocopies of the certified birth certificate, with a stamp and signature in the legalized original by the Dominican Consulate, accredited in the country of origin of the interested party and in the Ministry of Foreign Affairs in the Dominican Republic.
  • Original and 2 black and white copies of the Certificate of good conduct, issued by the competent authority of the place where the applicant has resided in the last 3 years.
  • Residency card, for foreign nationals.
  • Payment of corresponding fee.
  • Three (3) recent color photographs, front view, size 2 × 2 and (2) 8½ X 13 folders.
  • Complete three (3) forms and make the payment for the processing rights.

Important note: If the country where the applicant completed their professional education is a member of the International Hague Agreement of 1961, in order to have documents sent internationally they should only be APOSTILLED. This revokes legalization in the Dominican Consulate and the Ministry of Foreign Relations of the Dominican Republic, on documents indicated in numerals 3, 4, 5, 6 and 7.

*If the required documents are in a language other than Spanish, they would need to be translated by an authorized judicial translator and have that translation legalized by the Attorney General’s Office of the Dominican Republic.

Even in the event that you have received a degree, postgraduate or master’s degree with scholarship or concessions by the Ministry of Higher Education Science and Technology (known in Spanish as Mescyt), that does not exempt you from this process.

As we stated at the beginning of this article, every professional who wishes to pursue their career in the Dominican Republic must carry out the aforementioned process. However, the field that presents the greatest interest and rigor is Medicine and its specialties. Any professional in this area who would like to practice their career in our country, would need to go through a validation process, otherwise they may be exposed to being prosecuted criminally.

Example: I am a doctor specialized in Cosmetic Surgery, can I practice medicine in the Dominican Republic without going through a process?

No, the Dominican Republic offers foreign doctors and specialists the opportunity to practice medicine, by validating their university degree. This process confirms the university or institution that has awarded the title as legally established and recognized in the country, which authorizes the medical professional in Dominican territory.

IMPORTANT:

General Health Law number 42-01, Page 61, Article 156 Literal 7, establishes the penalties for violations of the aforementioned practices.

This is a sensitive topic and its non-compliance has serious implications, which in this case has a Criminal nature.

The steps to validate your title are as follows:

  • Validation;
  • Year of service (Internship); and
  • Permit to practice (Exequatur).

The Autonomous University of Santo Domingo (known in Spanish as UASD) has a department responsible for the recognition and validation of professional degrees, as well as the validation of subjects for students and graduates of local and international higher education centers. The Universidad Iberoamericana (known in Spanish as UNIBE) – specifically, the School of Medicine within its Faculty of Health Sciences – has medical residency programs open to foreign nationals.
